the same time it is contemplated that the

existing conditions should be modified so as

to provide more precisely and suitably for

the admission of local candidates to posts in

the Unified Services.

e) Paragraph 173(1). The statement of policy

in Colonial No. 197 regarding the improvement

of opportunities for local candidates was

necessarily in broad and general terms. The

extent to which and the range of posts

within which a suitably qualified local

candidate would be preferred to an overseas

candidate should I consider be settled by

the Secretary of State in consultation with the

Governor, and while the range of posts to

which appointment is now formally controlled by

the Secretary of State must progressively contract

as the supply of local candidates inceases, I

should regard the determination of the rate of

this process of contraction as a matter for

the Secretary of State and Governor in

consultation rather than for the Public Service

Commission.
